Наблюдатели ROC


Для выполнения своей роли по надзору за деятельностью Global Legal Identifier Foundation (GLEIF) два или более членов Регулятивно-надзорного комитета (ROC) выполняют функцию наблюдателей совета директоров GLEIF. Эти члены ROC не имеют права голоса в совете директоров GLEIF.

В настоящее время в совете директоров фонда GLEIF представлены четыре наблюдателя из комитета ROC.



Joseph Chilvers

Lead Product Owner - Reporting and Analytics

Joseph Chilvers is the Lead Product Owner for Payments Reporting and Analytics, he is responsible for overseeing the development and implementation of the products used to report on the Bank’s RTGS2 system.

Over the last 9 years Joseph has held multiple roles centred on the use and management of data within the Bank of England, including working on the implementation of the Bank’s Master Data Management System.

Through these roles Joseph has help drive the adoption of the LEI as a key identifier within the organisation. Promoting its value as a powerful tool for harmonising organisational data, in analytics and reporting as well as in enabling more efficient integration and interoperability between systems, datasets, and processes.

Nelson Chow

Mr Nelson Chow is responsible for maintaining the stability and operational efficiency of the financial market infrastructures under the purview of the Hong Kong Monetary Authority (HKMA). Prior to his current role, Nelson served as the HKMA's Chief Fintech Officer for nearly seven years, promoting the healthy development of Hong Kong's fintech ecosystem. As a seasoned veteran of the HKMA, Nelson served in various capacities between 2004 and 2016, including overseeing banks' technology risk management, business continuity planning and operational risk management, as well as conducting macro-prudential data analysis and stress testing.

Craig McBurnie

Senior Analyst, Market Infrastructure

Craig Mc Burnie is a Senior Analyst in the Market Infrastructure team of the Australian Securities and Investments Commission. In this role he is responsible for the design and implementation of ASIC’s 2024 derivatives transaction reporting rules, including the adoption of the international standards for legal entity, product and transaction identifiers. He also serves on the ROC’s Committee for Derivative Identifiers and Data Elements.

He has over 20 years’ prior experience in Australian and overseas OTC and exchange-traded derivatives trading, sales and risk management roles and, for the last 10 years, has been focussed on OTC and financial markets regulation and supervision in his role at ASIC.

Craig holds a Bachelor of Economics in Actuarial Studies and an MBA.

Robert J. Peterson

Senior Advisor for International Affairs
Office of Financial Research

Robert J. Peterson is Senior Advisor for International Affairs at the Office of Financial Research, an independent agency within the U.S. Treasury Department. He advises OFR’s Director on the agency’s relationships with foreign authorities and multilateral organizations, and coordinates the OFR’s international efforts at globally harmonizing and improving financial data standards. Prior to joining the U.S. Treasury, he was a lawyer in private practice and an Assistant Director of the U.S. Securities and Exchange Commission's Office of International Affairs where he developed “substituted compliance” as a tool for U.S. regulators to improve U.S. investor access to foreign markets while maintaining high levels of investor protection. He has a law degree and a master’s degree in international relations from the University of Chicago.
